Samsung Intentionally Holding Back Galaxy Gear Compatibility With Other Phones?

Remember when Samsung announced that the Galaxy Gear can exclusively pair with only the newly released Galaxy Note 3 (and other devices such as the Galaxy S4 after receiving a software update, which is not in sight). Well, the Korean electronics company lied about that. An XDA developer was successful in modifying and then installing the Galaxy Gear compatibility app (.apk) onto his HTC One, which was running on Android 4.1.2 Jelly Bean. He reported that every single feature was working, except for S-Voice.

At the same time, upon installing the same app on an HTC One running Android 4.2.2 Jelly Bean (by another XDA developer this time), the Galaxy Gear remained incompatible. But of course, the results of the first test still remain valid. Did Samsung intentionally close off Galaxy Gear compatibility with other Android Smartphones? It's possible that the company wants people to see the Galaxy Note 3 and the Gear as soul mates, thus making one device to pull forward the sales of the other. But it would be really cool if they just played fair and released a universal compatibility app on Play Store already.
