iOS 7.1 beta 3 adds the ability to remove previous OTA updates on the iPhone and iPad. This feature has enabled developers (who currently have access to the beta build) to free up as much as 1 GB of storage on their iOS device, which can be used to install more apps for instance. Old OTA update files aren't required by the device once they are installed, so the option to delete them should have been a feature from the start. In fact, iOS should automatically be clearing the dust off the device, instead of letting it sit around.
